Counted from 4,290 of 5,756 determined applications — the ones stating a number of new homes, which for many of them is zero. The other 1,466 leave the field blank, and blank is not a zero. Applicants recorded 5,854; 41 homes are not counted here, from 18 applications whose own figures cannot be true.
3,008 homes are still waiting on a decision. This is every application lodged since 1 July 2024 and where it stands today — the homes figure beside it covers applications determined in the same period, which is a different set.

NSW’s housing target
That target counts homes finished; everything above counts applications. A home can be approved and never built, and NSW measures the target against ABS completions data that Lodgd does not hold. The two are not a percentage of one another.
Approved is not built
An approval is not a house. Lodgd matches every application to the construction certificates that follow it, site by site, across all 128 councils — so the pipeline can be read as what is likely to exist rather than what was lodged.

How we count. These figures count homes written on development applications and complying development certificates lodged with City of Sydney and published on the NSW Planning Portal. NSW’s Housing Supply Dashboard counts something different. Across NSW the two land within 6% of each other; council by council they differ by more than 20% about half the time, and in both directions — for some councils NSW’s figure is far higher, for others far lower. Ours is checked application by application against the Planning Portal itself, and matches it exactly in every council tested. Lodgd publishes what is in the applications, and says so rather than adjusting to match.
