How we count. These figures count homes written on development applications and complying development certificates lodged with Hay Shire Council and published on the NSW Planning Portal. NSW’s Housing Supply Dashboard counts something different. Across NSW the two land within 6% of each other; council by council they differ by more than 20% about half the time, and in both directions — for some councils NSW’s figure is far higher, for others far lower.
